The programme ict@innovation of GIZ and FOSSFA  is proud to announce the first regional Training of Trainers on “Free and Open Source Software (FOSS) Business Models” in Western Africa to be held in Abuja, Nigeria, from October 24 to November 4, 2011. This Training of Trainers is designed to enable interested people, institutions and businesses to act as trainers on the subject of building a business with Free and Open Source Software (FOSS). It follows-up on a series of training programmes in Southern and East Africa, which have formed the “African FOSS Business Models (FBT) community” of http://www.ict-innovation.fossfa.net/.

From 25 September to 6 October 2011 Katalyst and e-Agriculture will organize a new online forum to discuss the challenges of linking impact with the use of ICTs in agriculture. This forum will discuss the present practices and critical issues (regarding both implementation and monitoring) of ICT initiatives in agriculture.

Information and Communication Technology (ICT) is an emerging area focusing on the enhancement of the agricultural and rural development. Many farmers and rural entrepreneurs generally lack access to accurate and timely information on markets, production processes, crops and livestock disease; as well as access to services such as land registrations, permits, government regulation forms, and internet.

In the past few years, ICT initiatives in agriculture have proliferated and the resources devoted to ICT in development portfolios have expanded in the hope that ICT can help developing countries reach the Millennium Development Goals. Yet, rigorous field-tested knowledge about “what works and why” have been relatively scarce, as well as a deeper understanding of the enabling conditions and success factors in ICT for development initiatives.

The role of Internet communication for social and political change has taken on a new dimension. Never before has the
impact of digital and social media been discussed so widely as in the context of current social movements like the Arab
Spring, where Internet based communication provided an outlet for voices unheard by the state controlled media systems. The FoME 2011 Symposium will address the question, how the “digital” is changing the production, distribution and consumption of media and it’s potential to contribute to the development of free and independent media in developing countries.

In Turin there were be invited by GIZ and ITC/ILO 17 people coming from Latin America, Asia, Africa and Europe. They came together to learn more about Open ECBCheck certification procedure which includes the self assessment and later the peer reviewing. At the end of the year they want to review at least 5 courses or programmes.

Open ECBCheck is a global initiative consisting of UN agencies (e.g. FAO, UNITAR, ITC/ILO) and other international capacity building initiatives (e.g. IICD, EFQUEL) and has been started 3 years ago by GIZ and EFQUEL. An international community has been created during that time, which agrees nowadays on a quality standard and criteria. The common interest is to “harmonize efforts of standards” and to “be divers” as well to be “inclusive” through a shared framework. For more and more leaders in educational organizations, professionals and developers of learning materials, authors or curriculum designers quality of ICT enhanced learning is an issue. Open ECBCheck is providing a toolset for developing and checking quality of programs and courses.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is showcasing a number of its capacity building products at the upcoming „eLearning Africa – 6th international conference on ICT for development, education and training”. The three-day gathering of African e-learning and ICT4D experts will take place in Dar Es Salaam on May 25 to 27.

With GIZ, ICT experts and decision makers can a) learn how to join the GIZ E-Academy b) learn how to free an IT-Business in Africa through Open Source c) learn how to do an OpenECBcheck evaluating the quality of an e-learning programme, or d) learn how to become a proctor of Linux Administration Certification. In addition, the GIZ stand at the main exhibition of eLearning Africa will provide a platform for networking with programmes of German development cooperation in the area of health, statistics, decentralization, e-learning and ICT for business development. Overall, GIZ’s presence and action at e-learning Africa is geared towards leveraging the power of Information and Communication Technologies (ICT) and e-learning for sustainable development through human capacity building.

Information from the e-Agriculture network regarding e-consultations in April:

In 2011, CIARD is addressing the topic of sharing and interoperability of data and information for agricultural research for development.

There will be an international Expert Consultation in Beijing from 20 to 23 June 2011 with the title “Building the CIARD Framework for Data and Information Sharing”.

An electronic consultation will be held from 4 to 15 April on the e-Agriculture platform (www.e-agriculture.org) with the same title, in preparation for the Beijing workshop. Both events will be conducted in English.

The e-Consultation will address the following questions:

  • What are we sharing and what needs to be shared?
  • What are the prospects for interoperability in the future?
  • What are the emerging tools, standards and infrastructures?
  • What actions should now be facilitated by the CIARD Task Forces?

ICT Days @ The World Bank will take place March 28 through March 31, 2011. The 19 sessions offered are a joint undertaking of the Sustainable Development Network, the Finance and Private Sector Development Network and the World Bank Institute, illustrating the prevalence and ubiquity of ICTs in the development and knowledge agenda today. The overall theme of the week is “Innovate, Connect and Transform”. This annual event will bring World Bank staff and country clients together in person and virtually to engage in learning, experience sharing and networking.

Trainer Trust at the second Linux Admin Training of Trainers workshop of ict@innovation The second Linux Admin Training of Trainers workshop of ict@innovation just ended in Jo-hannesburg, capacitating 18 more Linux Trainers from South Africa, Mozambique, Namibia, Zambia and Malawi. A majority of the IT-experts got immediate proof of their skills upgrade: They passed the international certificate of the Linux Professional Institute (LPI) Certification (LPI 101), which enables them to spread Linux Admin Training in their countries.

Anbei ein kurzes Update zum Start von  ”Idlelo 4“, das ist die alle zwei Jahre stattfindende Konferenz der Afrikanischen Open Source Community – wir sind über das Programm “ict@innovation – Creating Business and Learning Opportunities with Free and Open Source Software in Africa” mit dabei … BG Balthas, InWEnt.
This years Idlelo conference on FOSS and the Digital Commons is taking place from  May 17th – May 21st, 2010 in  Accra, Ghana. The IDLELO Conference, themed „Development with Ownership“, is a premier international forum on Free and Open Source Software in Africa and is therefore an especially important event for any ICT programme. It presents the opportunity to discuss new issues, tackle complex problems and find advanced enabling solutions able to shape new trends in FOSS and related technologies on the African continent. For ict@innovation, contribution to the conference is an integral part of the cooperation with FOSSFA and a contribution to the development of ICT in Africa. As such we will be hosting several sessions including pre-conference FOSS business training.

“The response to the Call for Papers for ‘ICT: Africa’s Revolutionary Tools for the 21st Century?’ has been tremendous and we are anticipating a large audience. For this reason we have had to move the conference location, which has been tricky at this stage with many venues in Edinburgh already booked out. We have secured a new venue, but this has only been possible for a later date. We would therefore like to inform you that the date of the conference has been moved to 4th-5th May. Effective health systems are crucial for the future of low and middle-income countries. A lot of progress has been made in the last decades. Nevertheless, the 2009 UN report on progress towards meeting the Millennium Development Goals (MDGs) indicates continuing difficult conditions in basic public health areas. Information and Communication Technologies (ICT) can contribute to overcome challenges and to improve the quality and effectiveness of healthcare systems. The usage of ICT for health, generally called e-health, ranges from the management of medical information and electronic health-records, e-Learning, IT instruments to manage hospitals more efficiently to telemedicine. e-Health therefore offers a wide range of opportunities to improve, in a cost-efficient way, the impact of health development programs. GTZ’s “ICT4D” and “Health”-Teams are currently planning a Symposium on „eHealth for Development“.
The symposium should give an answer to the question „How we can realise the promise of e-Health to improve effectiveness and efficiency of health systems of partner countries“. It want to make the e-health experience and competence of development projects and programmes (of bi- and multilateral Organisations, research centres and the private sector) available to improve development cooperation in the health sector.

Potential areas could be:
- Health- and Management Information-Systems
- Electronic patient records
- Telemedicine
- Access to and dissemmination of health information by means of new media

In order to prevent a complete takeover of commercial interests in the development of digital cultures in Africa, Asia and Latin America, it becomes essential to promote and strengthen the vocabulary of open source systems and develop fair use mechanisms.
