More networking of African IT specialists with Europe and joint building of advanced training materials – this is what a new partnership of GIZ’s ict@innovation programme with the Europe-wide ‘Free Technology Academy’ (FTA) is all about. ict@innovation is an African capacity building programme which supports small and medium ICT enterprises (IT-SME) to create a business model with Free and Open Source Software (FOSS) and aims to encourage the growth of African ICT industries.

Jon “maddog” Hall, the international open source expert and elder statesman of the programming community, just published a comprehensive piece on IT / open source training and Linux certification in Africa. The blog entry on the LPI site talks about the Linux Admin certification programme of  ict@innovation.

Anbei ein kurzes Update zum Start von  ”Idlelo 4“, das ist die alle zwei Jahre stattfindende Konferenz der Afrikanischen Open Source Community – wir sind über das Programm “ict@innovation – Creating Business and Learning Opportunities with Free and Open Source Software in Africa” mit dabei … BG Balthas, InWEnt.
This years Idlelo conference on FOSS and the Digital Commons is taking place from  May 17th – May 21st, 2010 in  Accra, Ghana. The IDLELO Conference, themed „Development with Ownership“, is a premier international forum on Free and Open Source Software in Africa and is therefore an especially important event for any ICT programme. It presents the opportunity to discuss new issues, tackle complex problems and find advanced enabling solutions able to shape new trends in FOSS and related technologies on the African continent. For ict@innovation, contribution to the conference is an integral part of the cooperation with FOSSFA and a contribution to the development of ICT in Africa. As such we will be hosting several sessions including pre-conference FOSS business training.

The regional Open Source gathering “Asia Source 3″ in the Philippines in November 2009 was a culminating point of five years of regional FOSS support by InWEnt in Southeast Asia. Over this period, InWEnt has trained and connected more than 1000 experts from Indonesia, Cambodia, Laos, Vietnam and the Philippines in more than 30 training courses under its it@foss program. While most technology conferences happen as swanky, slick, and well-rehearsed events, Asia Source 3 took the opposite track and ran a camp that was spartan yet spontaneous. From November 7 to 12, 2009, Asia Source 3 gathered 150 representatives in the Yen Center to discuss developments in open source. For those six days, the campers lived in a communal environment that married fun and relaxation with exchange of ideas.

Liebe KollegInnen, letzten Monat habe ich unter dem Titel FOSS – Ein Thema für die Privatwirtschaftsentwicklung in Partnerländern? eine Präsentation im Kompetenzfeld Privatwirtschaftsentwicklung und Wirtschaftspolitik (gtz Zentrale) gehalten, u.a. mit Zahlen zu Job-Creation durch FOSS in Europa und Links zur “Nawi-Wirkungskette” (siehe Anhang). “e-Government for Development”, die Umsetzung von Geschäftsprozessen des Regierens und Verwaltens mittels Informations- und Kommunikationstechnologien (IKT) in Schwellen- und Entwicklungsländern war das Thema einer BMZ Konferenz am 18. und 19. September im GTZ Haus Berlin.

Über 80 Teilnehmer aus öffentlichen Verwaltungen in Partnerländern und Deutschland, aus Forschung und Privatwirtschaft, deutschen und internationalen Entwicklungsorganisationen diskutierten unter der Überschrift “the promise and the practice” die Potentiale und praktischen Herausforderungen der Entwicklung und Einführung von e-Government in Schwellen- und Entwicklungsländern.

From 28th to 30th of May, 2007 the German implementing organisations, the German Development Service (DED), the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) and InWEnt Capacity Building took part at the 2nd eLearning Africa in Nairobi and provided information on the latest developments, strategies and solutions for expanding eLearning capacity in partner countries.

Under the motto “Capacity Development for eLearning in Africa”, German organisations showcased how project work has managed to rise to the challenges of eLearning.

The conference attracted over 3000 participants and 250 Speakers in over 50 sessions and 14 workshops. The number of participants easily doubled compared to the first conference and thus indicated the increasing interest in ICT-supported education of many African countries.

The main goal of “FOSS Bridge EU-Vietnam” is to strengthen Southeast Asian software industries and to boost co-operation with Europe through innovative collaboration on “Free and Open Source Software” (FOSS) and business development.

In 2003, Vietnam decided to switch its IT infrastructure to Free and Open Source Software. Demand for experts in the field of FOSS development and implementation is high and still increasing. FOSS Bridge “EU-Vietnam” seeks to support capacity-building in this sector with a special focus on small and medium sized ICT companies in Vietnam.

“FOSS Bridge EU-Vietnam” is financed through the Federal Ministry for Economic Cooperation and Development (BMZ) and Europeaid and now being implemented by the German Inwent, the French Inria and the Vietnamese Ioit.  With the assistance of FOSS Bridge “EU-Vietnam”, European companies are matched with Vietnamese FOSS companies, meet local developers and experts and become trainers for Vietnamese counterparts. Thus, FOSS Bridge “EU-Vietnam” supports companies from Vietnam and Europe to set up joint projects. FOSS Bridge “EU-Vietnam” offers to:

  • European and Vietnamese IT-companies: twinning between Europe and Asia
  • FOSS- intermediary and small and medium-sized enterprises in Vietnam: expert knowledge on innovative business models and EU-regulations
  • Network Partners: access to a new FOSS-network and ecosystem.
